lack of bearing of CMU shear wall on Grade beam.

Does anyone design a lack of bearing repair detail for the CMU shear wall on the foundation wall/ grade beam? I have an issue with one project where the grade beam was not completed to align with the CMU shear wall.
 
Corbelling may be allowed, but the unit that is corbelled should be a solid unit or grouted solid. See NCMA TEK 14-08 for empirically designed walls: Many of the provisions for type of support or shear friction assume the wall is fully supported by the foundation below.
 
Were vertical bars extended from the foundation up into the wall with acceptable side clearance to develop them in tension? If so, can re-run your numbers using a modified reduced section to rule out crushing at the base. I would be more worried about minor axis bending if anything
