For a pressure vessel is possible to have Joint Efficency=1 and RX spot at the same time? Thank you.

Well, under Sec VIII, it is possible if vessel is made of seamless components, and welds are Type 1 or 2. Each round seam is spotted. See UW-12(d), if I have correctly guessed your Code of construction.

If you're talking about a vessel, not if you're building it to Section VIII. If you're building an atmospheric storage tank, API 650 is setup the way you describe.
