As it is known, reinforcing pads are considered to have the same requirements (impact test, sim PWHT, etc.) as shell pressure retaining material (plate, head, pipe), and they are treated as other materials - as separate components - by UCS-66. What about the transition plates for structural components (for supports, saddles, platforms, etc.). As per ASME VIII Div.1 UCS-66 (a), "....... and attachments that are essential to the structural integrity of the vessel when welded to pressure-retaining components, shall be treated as separate components". They are serving a structural purpose (distribution of external loads to Shell from i.e. exdternal piping or platform), but I do not believe that they contribute to the Vessel's structural integrity. Are they under UCS-66 limitations for impact test?
