Is there any estimate reference for Power System Studies? 1

Sometimes, I propose my quotation of power system studies to my client. They might ask me how to get the amount of price, even ask me what the basis of your quotation is. I always explain that would spend how much hours and cost per man hour(MH), so get it totally. Like this is a personal experience, not everyone accept this explanation.
We used to perform power system study by software, therefore, I wonder if there is any estimate criterion or reference as a guide or basis except MH estimate.
For example, short circuit study could be estimate by bus number in map of software. Each unit assigns a reasonable price then get total price. Others same things like device coordination by PD number, Arc Flash by Label number, etc.
Different country maybe different condition, please advise the experience ever met for reference.

Clients generally want one of two quotations:
1- an hourly rate and estimated manhours
2- a firm price (not to exceed $XX)

My experience has been in North America. Expenses are also thrown in as a separate item. This includes transportation, overnight stays, meals, etc.

Much of this is negotiable. If you've done studies like this before, you can readily come up with #1. If they want #2, you have to assume the risk and usually I bump up the quote by 20% or so depending on the complexity.
