Is it OK not to provide req'd minimum concrete shear reinforcing?

ACI 318-19 Section 9.6.3 gives requirements for minimum shear reinforcing, Av,min. It says "Av,min shall be provided in all regions where..."

However, in Table 22.5.5.1 for Vc, equation (c) is provided for cases when Av < Av,min

My understating of equation (c) based on a seminar I sat in is that Av,min is never equal to zero even if not required. Av,min always has a value given by Table 9.6.3.4. The issue at hand with equation (c) is whether or not Av,min is installed. In other words, if Av,min is not required by 9.6.3 and is not installed, then equation (c) would apply since Av = 0 and therefore Av < Av,min.

My question is this. If Av can be less than Av,min, is it permissible to not provide Av even if Av,min is required, if equation (c) is used for Vc? In other words, can the designer choose not to provide any shear reinforcing where Av,min is required by 9.6.3 if equation (c) is used to determine Vc?
 
No, if 9.6.3 requires you to provide shear reinforcing than you must provide shear reinforcing.
If 9.6.3 does not require you to provide shear reinforcing, then you can use equation (c).
