I wish to use small ball bearings (5 mm shaft) in light vacuum (-1 bar) I would like to minimize friction.

Are there any special issues I should be considering such as lubrication?

yes. in vacuum most greases and oils will loose some of the more volatile components, thus leaving behind a lubricant that will be more viscous or thick then acceptable. you better talk to a knowledgable lubricant supplier and to your bearing supplier to discuss your construction and to get advice which lubricant (oil, grease or paste) would best suit your particular requirements
