Installation of 5/8 dia 6061-T6 Rivets

Can anyone provide guidance to the use of a 6061-T6 aluminum rivet? We have a customer who has trouble installing (not holding in place). Our customer supplied the drawing, which specifies a shank diameter of 0.576-0.595. We do not know the actual hole size, but believe they may have a larger hole size that is causing the problem. The shank diameter is unusual (small) for a "5/8" rivet. Can 6061 rivets be installed when they are in the T6 condition?

Most aluminum rivets are made of 1100F aluminum. 6061 is not the best choice of materials for a rivet, in my opinion.
 
I agree, 6061 T6 is a very odd choice for a rivet. It is going to have poor forming properties for the formed head. They will also get cracking if they get much spread during setting.
