in assembly how to align XY, YZ or ZX plane of a component with the XY, YZ, or ZX of the global axis

i add the first component and make it FIX (IS IT GOOD), so that later on all components will be assembled based on that component,

but when the 2nd component is added in assembly, how to align the global plane XY of the 2nd component TO the global plane XY of the assembly environment?

When you add a component, there are a few different placement options. "By constraints" allows you to specify the constraints as you are adding the component; a small secondary graphic window will display the component to add, you can select geometry from the main window & component window to create the constraints. "Absolute origin" will simply plop the component in the assembly ready for you to move around and/or apply constraints. When using the absolute origin option, the absolute coordinate system (ACS) of the component will align with the ACS of the assembly.

Maybe just one more thing. When placing components in the assembly, by default their Reference Set is set to Model. This means, that you see only the model, but no planes, coordinate systems, etc.
Set the Reference Set of the component to Entire part, and you will be able to select and constrain (as cowski already described) any plane, axis, etc.

is this the correct way, In the reference sets window, pick entire part. But seems to have no effect, probably i am wrong...

Click with right mouse button on the part in the assembly navigator and then select the Reference Set that you need.
I guess that image, that you are showing, is from Format menu. This is for creating new reference sets.
