How to highlight a cell giving a result greater or less than desired 3

To highlight a cell by changing from black to red when daily level readings are plus or minus 5mm from the origional datum level.
 
Sort by date Sort by votes
Use format -> conditional formatting. Use the "not between" test and highlight if the values are out of your range.
