How to concern effictive seating width of pass partition ribs?

I am working on a girth flange for a ten tube pass heatexchanger.

the seating width of pass partition rib is 3/8" ( N shown on sketch of TEMA RGP-RCB-11.7).

I am not sure which number I should input to compress as a effective width 3/8" or 3/16"?

TEMA RGP-RCB-11.7 is not very clear in this point.

Due to long length of pass partition rib, this number will effect size of bolts in my case.

ASME came up with "effective gasket seating width" because the portion of the gasket that gets compressed is effectively reduced due to "flange rotation":

(See page 8)

Since there is no rotation of the pass partition ribs, there is no need to use the effective width for this portion of the gasket.

TEMA needs to clarify this because using the effective width for pass partition ribs could result in a flange that has insufficient bolting to seat the gasket.
