Per the 2014 NEC 344.10 4 (B) Galvanized steel may be used in concrete where protected by corrosion. Is the galvanize not the protection for the steel? Are you still required to protect the elbow with an additional layer of protection such as tape?

Yes even galvanized conduit will corrode at the interface of the concrete and air. It can be wrapped. We used to use PVC-coated RGS conduit for these.
