I know this forum does not like specfic problem. Is there a forum where a simple foundation question with specific be ask.

When building a foundation with 12 inch bull nose pier blocks (two hollows), core filled, reinforced with 3/4 inch rebar, is it necessary to alternate the block.
 
A running bond versus a stacked bond almost always results in a stronger wall, even for stemwall applications as you describe. Further, a running bond is slightly more water resistant, as the moisture path throught the mortar joints is a bit more convoluted.
