B31.3 (332.2) and PFI ES-24 have 8% tolerance on diameter for the flattening of a formed bend.

But B31.1 is bit different. 104.2.1 (b), the design can allow for more than 8% (re PFI ES-24) flattening. The question is, what design rules would be applied to give a tolerance larger than 8%?

For example
What tolerance could be applied to DN25 XS Pipe @ 10 bar, CA = 2mm?
