That would be an innovation. The closer we may have is the tank windows in aquariums where except for impact of some big animal (and that is enough!) most everything else is somewhat under control. Flood control would as well need count scour and abrasion as well. Other sure problem would be getting approval by the pertaining authority; not worry the effort if they are not in the mind to give approval to such innovation.
Then if attempted double wall may be prefilled with water, tiled glasses, mock-up tests, mechanical fixities, very close schedules of revision etc many approaches all targeted to increase reliability would be needed.
Glued glass pipe or just mass piles within prebored holes or some concrete foundation may also be a possibilty.
