Flash point failure of 80/100 penetration grade

Dear all,
Ihave tested 80/100penetration grade bitumen materials for surface dressing according to AASHTO M20-70(1993)and the test results achieved are as follows:Ductility at 25C,cm=>100-passed,penetration value,mm=92-passed,FLASH POINT=312-failed,Solubility in trichloroethylene=99.9-passed,Loss on heating<0.1=passed.Is it possible to allow the Contractor to use the bitumen materials,because all the rest of the test have passed except the flash point which failed.Does it be a critical issue or I have to reject the bitumen materials?
 
It depends on the temperature at which the bitumen will be applied. If it's temperature at application is going to be close to the flash point, then it will be dangerous to apply the material. It is not a material issue but one of safety in the application.
