What controls what the background color of the Feature Manager will be? I'd like to be something besides grey.

The colour is hard-coded into the software. A couple of older versions had the ability to change colour & pattern, but that was dropped a few versions ago.
What version of SW are you using?
You should be able to change this using Windows settings.

No. The Limey is right. That went away a while ago unless you want to dig into the registry.
