Leader alignment to feature control frame

Hi everyone,

I'm hoping someone else has come across this issue before.

I'm dealing with an issue where with feature control frames, the leader is attached to the center of the frame (bottom of screenshot) rather than the top or bottom edge of the frame (top of screenshot).
I cannot find the setting that controls this. I have tried custom and default drawing templates. Furthermore, I have SW 2022 on two different machines, and the alignment is different for both (center vs edge).
Let me know if anyone has dealt with this before.

If you move it it should snap to the bottom. I'm sure there is a setting for it that I know of.

Unfortunately it doesn't. I'm sure there is a setting for it too.
 
There is no setting it should just snap to the center/edge, but it's more likely to snap to the edge because I think that is standard now. I cannot believe how much geo-tolerance frames have changed. I have not had to use one in SW in years, but this seems much more complex to me. Just to grab the frame to move it is complex, as you can see in my video.
