Effects of humidity on Cooling Towers

If the inlet air of a CT has a very low humidity (30%) compared to a day with high humidity (70%), would I be correct to say that there will be an increase in water consumption? I believe that when the relative humidity is high, not much evaporation will take place and vice versa.

Not if you control the fan based on basin temperature. If you let the water cool to the lowest temperature possible (usually WB +3C), then your belief is correct.
