Multiple cooling Tower equalization issue

I have 3 cooling towers with an equalizer line connecting them. I have noticed a condition when 2 of the 3 are running. I looked inside the 2 running towers and noticed that the water level was normal and that no water was being made up. I then looked in the tower that was not running and noticed the the water level was below the normal line and the makeup water valve was full-open trying to fill it. Any thoughts on what is going on here?

A diagram would be helpful. Is the equalizer line sized large enough? Depending on how the system is setup, I could see that being a possible issue.
 
What are the flow situations inside the running cooling towers and standby cooling towers? Was the performance of CT normal? CT basin Level normal can mean that the make-up control is running normally.
