I am designing a 3 span concrete slab span bridge with a 30-40-30 span configuration. The effective strip width, E, is based on the span length. So my question is should I use the smaller E from the end spans for the center span as well? Or just use a different effective strip width for the center and end spans?

I would use the smaller strip width. I doubt it makes much difference in your final design. Reinforcing steel is cheap and the local DOT designers are very conservative with their designs.

Thanks. I think I am going to also ignore the reduction factor that you can use based on the skew angle. Looks like Texas allows its use, while some other DOTs do not. Not sure about my DOT, because unfortunately there isn't a manual of policies.
