Eccentric Loads on precast overhead panel?

As shown below, Do I need to consider the moment induced by the eccentric loads from RC slab and thus check the pull out capacity of cast-in plate for panel-overhead panel? Or can I assume the load will be central loaded by the use of EA plus ferrules? I have reviewed comps by others but haven't seen consideration being given to this.

Now we need to know the sequence of the construction. Please modify the sketch below to reflect your set-ups.

1. This is an existing condition with wall and slab built integrally, the gaps are
a. pre-made openings as in the original design, PC panel was/was not included in the design.
b. to be cut out, and add PC panel as shown.

2. This is a new design/construction. The PC panel was/wasn't included in the design.
