Precast Tilt-Up Spandrel to Wall Panel Connection

I am somewhat new to tilt up design. I have been familiarizing myself with some panel to panel connection design and details. I am in a high seismic region. In a situation where there is a spandrel above a door opening, and the roof joists bear on an angle attached to the inside of the spandrel, there is an eccentric load imposed on the spandrel due to gravity loads. Therefore, the spandrel to wall panel connection should be designed to support the out of plane loading due to eccentric gravity loads as well as out of plane seismic loads. The torsion loads are a simple calculation, but I am unsure of which loads to design the connection for the out of plane seismic. Where I am currently looking is ASCE 7 Chapter 13 using a_p and R_p to calculate F_p for Exterior nonstructural wall elements and connections. I am mainly just looking for some guidance on where to look to calculate the design forces appropriately. Thanks
