Drawpit for HT cables

Hi All,

just wants to know is there necessary to have a structure PE endorsement for a cable draw pit and especially is conceal under the road. To my basic knowledge, cable draw pit is not a load bearing things, so it does not need a PE endorsement. Can advise????
