Doweling Pier Footing Into Slab

I'm evaluating a pier and spread footing design and the original designer is using hooked dowels from the wall into the slab. I see the logic in using the dowels to reduce the shear load and the overturning moment to the foundation, but can't find anything to quantify the contribution and can't find anything in code. For reference, the pier is 4' above grade with an 8" slab, and his resulting footing is about half the size of the required if I were to design it without the dowels. Is this a valid approach? How would you determine the extent to which the dowels reduce the loads to the footing?
