Do you connect the lowest basement slab to piers & shotcrete wall?

Wondering if you connect the lower basement slab to piers & infill shotcrete wall using dowels and why?
 
One reason to do it is if you are relying on the slab to offer lateral restraint to the retaining wall.
 
But piers are used already and thus provide restraints to the wall. Even if you want the wall to span vertically from slab-on-grade to the upper one, the construction sequence will require you to span horizontally during excavation.
 
Yes but often temporary anchors or bracing is installed to provide support to the wall until the slabs are in place.
