Do tie beams required or not?

It is a two story light framed office building. There are some wood posts at the out side of the building to support the deck at the 2nd level and some part of roof. There is no slab on grade between these posts. These posts are supported by concrete pedestals on concrete spread footings. The Seismic Design Category is D and the site class is E.

My question is if tie beams are required to connect these individual footings. IBC 1805.4.2.2 Footing seismic ties seems to require it.

It looks like there are two different criteria present in 1805.4.2.2: Seismic design category D, E, or F, AND Site Class E or F.
What's your site class?
If E or F, it looks like the ties are required.
