You are usually talking about water with a resistivity of >18Mohm-cm.
And it also should have control for biological activity, dissolved gases, and many trace elements.
Even very small amounts of residuals can harm electronics.
True high purity water will have less than 100ng/l of residue.

However, we typically do not use water, since moisture can lead to corrosion. See this and that for alternative. Note that even when we do use water for cleaning, we use IPA as the final rinse, since it tends to take away the water more thoroughly.
