Cutting top net steel after concreting

Image shows that partially cut concrete surface in a bath room for inserting gully box, which could not be placed during concreting. There is 10mm tor steel bar (hogging steel for slab over beam), which is @175mm C/C. Imagine gully box location cannot be moved and steel bar should have to been cut.

Does cutting this bar affect the strength?
What do you recommend for keeping the gully box at the place while not affecting the strength of slab.

1. Hasn't the guy who drilled the 2 inch ??? diameter hole through the rebar already cut it?

2. The "gully" gouged out in the concrete above and around the rebar has already removed what little tension strength between the (very shallow) rebar and the concrete that used to be around the rebar.

3. If this is a bathroom, how are you protecting the cut rebar from rust damage over time of the building?
