I am laser cutting a titanium medical device, and using a copper beam block to prevent back wall damage. I am curious if anyone has experience using other materials for beam blocks (since copper is not tissue friendly). If I continue to use the copper, does any one no of a good chemical copper removal process.

You don't say what wavelength your laser is. If it is a CO2 laser, be aware that copper is highly reflective at 10.6, even if it is highly oxidized. A much better choice for a beam block would be graphite.

Sorry, I forgot the wavelength. I am using a Nd/YAG at 1.06. I will look into the graphite.
