Control joints in curbs

For a reinforced concrete curb which is dowelled to a reinforced concrete slab, is there any point in putting in sawcut control joints (say at 6 m o/c)? Will the doweling prevent the movement that the control joints are intended to permit, or do the control joints nevertheless provide some benefit?

And as a follow up question, how deep should a sawcut control joint in a curb be made? Should it be to say 3/4 of the curb depth? Or other amount?
 
No reinforcing steel shall across an expansion joint, a smooth dowel is sometimes provided and acceptable. A control joint is a shallow saw cut on the curb to minimize crack due to temp/shrinkage effect. The saw cut should be limited to the depth that not touching the reinforcing steel.
