Contact vs Non-Contact lap splice

In ACI 318 Table 25.4.2.3, does the upper part of the table "Spacing and cover", refer to non-contact lap splices and the lower part " other cases" refer to contact lap splices?
Is that the intent of the table?

It doesn't say that, this requirement is for development length (ld) of deformed bars and wires in tension
