Alkalai-Silica Reactivity - Concrete Slab on Grade "Contact with Moist Ground"

Does using a vapor vapor under concrete slab negate the AASHTO/ASTM requirements to evaluate aggregates for alkalai-silica reactivity? I am considering a situation in which the ground is or could be occasionally moist, not a location with obvious surface water or occasional ponding, ect.. Just wondering iof it is common to avoid this requirement by mitigating using vapor barrier or other methods to control potentialmoisture under typical slab on grade concrete.
