The first is probably referring to either removing the concrete forms on the 9th of a certain month, or a planned mental breakdown due to problems with a local jurisdiction. It could also mean removing the equipment from the jobsite, as in breaking down camp. You pick.
The second, are you sure it was not "top the precast plank"? If so, it could mean pouring the topping slab over a precast plank. Otherwise, I do not know.
As for bridging, it is a structural element placed between floor joists to spread a point load to more than one joist.
