Connection design for extereme storm conditions

Hey guys,

Need some advice on this.

I have not used 1/3 increase when checking bolts, pins, etc. for extreme storm conditions. I am checking some pinned connection with male and female plates where they have used the 1/3 increase on all component checks.

I would have thought 1/3 increase should not be used on bolts and pins. What are your thoughts for this and the stiffener checks as well?
