concrete panel repair

I have been asked to give recommendations for damage to the lower portion of a concrete tilt wall panel. The damage is around the bearing plate. I was thinking of shoring up the panel and just patching the area with a high strength grout. Any more suggestions?
 
Have you determined why the local failure has occurred?

the damage occurred while lifting and setting the panel. It just has localized spalling of the concrete but not visible cracks propagating from the area of damage
 
Should be a matter of removing any loose concrete and using a epoxy type bonding patch to repair the concrete. Check with some of the concrete patching material suppliers regarding suitability or recommended products. I often spec Sika products in these environs... Is the appearance of the patch an issue?
