Concrete cover both sides of wall

Based on the concrete cover specified by code, can you have different covers for the exterior versus interior bars of a wall based on their different exposures? Or do they both have to have the same cover based on being part of the same "member" that is exposed to the elements or in contact with the ground?

Your interior cover could be different to your exterior cover, correct.

You should think about whether there are any constructability or structural implications though
The section won't be symmetric so is there any chance of a contractor getting confused (e.g. a precast wall being installed the wrong way around) or could it be structurally critical (as you know have differing capacities in each direction)?
 
Yes this is done all the time in order to get more constructability and bigger 'd' distances. Its true someone aught to measure the rebar placement especially when your squeezing everything you can get out of a section.
