I think it would be impossible to really generate a "Laminate Property Database" because one change in direction of one play and the properties can change dramatically. A "Lamina" database might work for some of the more common materials, but these days, what's "common" in the composites world.
The Materials Sciences link is still a good one. They have an electronic version of Mil-Handbook-17. As SWComposites suggested, it is probably the best source of this type of info.
