CMR and MER meaning in steam turbine efficiency

MER - ? Guess "Maxuimun efficency rated" which could be CVWO (control valves wide open) or "best valve point" which is last valve just begining to open. CVWO would be higher load, but recomended for continiuos operation. BVP would be less than rated, but better efficeincy
