Steam Blows

I need some help with a pre-commissioning / commissioning question. I have a newly constructed steam header servicing heat exchangers and other miscellaneous users. There are NO turbine driven compressors or pumps on this system. Would you perform steam blows or go with air blows? Or does it matter for this case? Let's assume that I can get sufficient air velocity / cleaning requirements with either method. Is there improved cleaning gained from raising the piping temperature to the steam operating temperature? Or is there a risk of not doing this with air and then dealing with issues after the header is put into operation with steam?
