Charpy V-Notch requirements for welding of thick steel

I seem to recall there being some certain Charpy requirements when you are welding to steel that is thicker than 2". Can anyone elaborate on these requirements and how you cover them as a designer?
 
The basic requirements are in section A3 of AISC 360-10. Searching the pdf document for incidences of the word Charpy identifies other precisions about the matter.
 
The primary requirement for base metal is as above, for filler metal is in chapter J, section J2.1.6
 
We did this on a job recently. I believe it only applies if you're full pen welding. All we did is write something into the spec that we wanted to see a submittal (cert) that the material complied with this provision. I don't recall the exact language.
