charpy for welding 4130 to 4130

Hello,

I'm looking at page 36 table 7 of the 20th Edition of API 6A, it looks like 4130 to 4130 with minimum temperature of -20 does not require charpy? am I reading it right/

Also, does welding the two for where less than -20 may be experienced require charpy to qualify the procedures?
