Change the process in Root Pass

One of major point of inspection of the weld specially in one side welding that may effects on the quality of an existing WPS is root pass.
More over there is only One para. in ASME Sec. IX (QW-200.4) that discused about root pass requirement and it seems that changing of root pass is not essential factor for a WPS.
Is it correct to delete or change the process of the root and it's no needs to peform new PQR?.

Refer to the construction code. If the welds must be qualed.to SecIX-thats for all of it.
 
I am pretty sure that Sec I and B31.1 have statments regarding the deletion of backing in single welded butt joints but my memory may be incorrect. ASME Sec IX alone has deletion of backing as a non-essential variable for SMAW and GTAW. But as mentioned above, the code of cconstruction may have some other restrictions.

I just went through my B31.1 and I couldn't find what I was talking about above so I may be incorrect.

Its probably worse to remember things incorrectly than to forget them completely :)

Per ASME IX ,the weld process of the root pass shall always be supported by a PQR. This could be a separate PQR for the weldprocess of the root. (E.g. one WPS supported by two PQR's)
