Can a stud wall be fastened to mullions? Can the mullion support the stud above?
 
Like window or curtainwall mullions? Typically the reverse is true (windows / curtainwalls are anchored to studs walls).

But without more information (context, sketches, etc.) it's hard to answer appropriately.

 
Yes curtain wall mullions with a windload anchor fastend to the roof and floor level. It is 2-storey high. And they are adding a sign out of steel studs above one of the mullions. I was going to have the steel stud fastened to my roof and floor deck angle and possibly attach to the mullion as well.

 
Based on a quick look, I would think the lower single span curtain wall is currently anchored to the studs in question?
 
Either that or provide steel all around the signage to pick up the steel studs and leave the mullion alone.
 
That sounds like a much better option
