Other than NIST, who/whom is qualified to provide Charpy Test specimens for the purpose of calibration of a Charpy Testing Machine?
The governing Code would be the ASME Section II, Section III, Section VIII, Section IX and Section XI.

Instrument manufacturers can provide samples - Tinius Olsen, Instron, Zwick.

Or, you can try NIST peer organizations like BAM and NPL.

You can also have calibration services performed from an NABL accredited lab. We used to have a met lab in-house and contracted for calibration services for our tensile and our CVN test machines.
 
And remember that step one is to examine the striker and make sure that it still meets the rules.
