Dear welding engineering connections

Is there any available provision for permitting sub size Charpy impact specimen for welding consumable mechanical testing - SFA5.18 ER70S-6?

Theoretically yes, as the required testing standard, AWS B4.0, commences the requirement for test piece dimensions with "Unless otherwise specified...". A classic specification writing error, but nevertheless, it conveys that the requirement is not actually fixed.
