Calculating minimum thickness between bolt holes?

Hello all,
I am trying to figure out where in the ASME code I can find specs for calculating the thickness between two bolts in a metal plate. The top of the plate will be under pressure, but I don't think that UG-27 applies to this case? Can anyone help? I've drawn a picture of the setup below:
