Hi, I have a Ret-Wall in Steel Structure Building. I want to know What are the Load combinations for that "Earth" load on wall in combination with other static and seismic loads. Thanks you,

Typically in US practice, static earth and fluid loads (where they exist) are included in the standard set of load combinations with a LRFD factor of 1.6, or ASD factor 1.0.
 
Former response is correct, here's the code language from ASCE 7-16 Section 2.3.6 (LRFD):

Where loads H are present, they shall be included as follows:
1. Where the effect of H adds to the primary variable load effect, include H with a load factor of 1.6;
2. Where the effect of H resists the primary variable load effect, include H with a load factor of 0.9 where the load is permanent or a load factor of 0 for all other conditions.

Where H is the load due to lateral earth pressure, ground water pressure or pressure of bulk materials.
