With no access to HydroCAD and other modeling devices, how do you determine the concrete depth and strength of the concrete rebars to support two or three of these 6ft wide box culverts to be installed side in a place that flood a few times a year? It looks like in the absence of tools one may have to overdesign the slab and the depth of road over the culvert in a desert environment overseas. I cannot get numbers to plug into any equations and calculate anything. Is there a rule of thumb for how much Wingwall and Headwall to allow for a 6ft box culvert? This is like a culvert bridge and should be able to support 20 ton vehicles.

This is a structural engineering question, not a hydraulics/hydrology question.
