Does anyone have or know of any programs that will draw the shear force and bending moment diagrams for loaded beams,I also need to know what force due to acceleration is imposed by a winch arrangement lifting a load about an axle so that I can calculate the TOTAL LOAD on the axle.

to calculate the aceleration forces in the axle of the winch pulley, you can assume the maximum furnished moment by the motor, calculated at the output axle of the gear box.
If one try to elevate weights greater than the capacity of the winch, the load will be not acelerated, and correspondent tensions will appear in the cables.
