back filling to soft soil/sand

Dear all, I'm a subcontractor and I have recently signed a contract to back fill soft sand in desert land.Natural ground level have taken prior to back filling. This type of sand moves by the wind and creates hills of about 1-3 meters high. We have levelled the sand then back filled with rocky sand or A1A. On completion of the job, level have been taken again but 50% of the expected thickness is missing. This has caused conflict between us and main contractor as there are some loses involve.

Would someone help us and suggest possibilities please?

First of all, this is an international forum, so please explain what is meant by A1A. I'm not familiar with the term.

Assuming you have adequately compacted the soil, the volume decrease you see is normal...it is the difference between the uncompacted volume (lots of air voids because the particles are farther apart) and the compacted volume (you have pushed the particles closer together and reduced the air voids).

Values of 25% are not unreasonable, but 50% seems a bit high, but then I'm not familiar with your particular soils.

apart from a 3 meter dune doesn't happen overnight, there are a lot of questions. soil guys/gals typically don't want to hear about 50% reduction.... more interested in the total volume, avg depth, compaction criteria, survey methods, whether survey is by the same.... when the initial survey was done (i.e. original survey or after stripping topsoil) , measurement methods used, What kind of volumes of stripped materials were removed from the site or dumped in yard areas. how was the job defined "complete" and by who.
